I'm going to bet on the west, but I'm prejudiced.
My big concern with both stories is... no mention of new hires. So - what divisions or teams will be lacking? If we're talking traffic patrol, oh well. However, if it's the homicide or whatever they call their major crimes unit, then that could present a problem, could it not?
